Thai Elections politic campaign 2019

First free elections in Thailand after the Coup d’État in 2014.

General elections are scheduled in Thailand on Sunday, 24 March 2019.

The military government in 2014 promised to hold elections in 2015 but later postponed them. Prime Minister Prayut Chan-o-cha told the United Nation's General Assembly in September 2016 that elections would be held by late 2017. Then, during a 2017 visit to the White House, Prayut promised elections in 2018. In October 2017, he promised elections for November 2018. However, in January 2018, the enforcement of a bill governing the election of MPs was postponed by the National Legislative Assembly for 90 days, which delays elections until February–March 2019. The bill is one of four needed to hold a general election. The constitution mandates that elections be held within 150 days after all necessary electoral laws take effect. Delayed enforcement of any of the laws pushes back the election.

Principal Candidates:

  • Prayut Chan-o-cha. Party: Palang Pracharat. New Party. Actual PM.
  • Abhisit Vejjajiva. Party: Democrat.
  • Sudarat Keyuraphan. Party: Pheu Thai.

Ex PM Yingluck Shinawatra final verdict
Bangkok
By GonzaloAbad
25 Aug 2017

Ex PM Yingluck Shinawatra final verdict about rice-pledging case. 25th August 2017.

Today is judgement day for Ms Yingluck Shinawatra (ex-prime minister)  for her role in overseeing the loss-ridden rice scheme. The Supreme Court is scheduled to hand down its verdict that day, when supporters of the former prime minister are expected to throng the court premises.

Ms Yingluck has denied all wrongdoing in her handling of the rice scheme, one of the flagship policies of her former Pheu Thai government. She could face 10 years in jail if found guilty.

She is accused of dereliction of duty over her alleged failure to halt devastation from the scheme. Two rice crops during 2012-14 incurred losses of 178 billion baht.

The military-led government has pursued an administrative order to seek compensation for damages from the scheme from Ms Yingluck worth 35.7 billion baht, 20% of the total damage evaluation.

Market nonchalant about impact of Yingluck verdict. Regarding how stocks in Ms Yingluck's equity portfolio could fluctuate after court decision, she does not appear to be a major shareholder in SC Asset Corporation Plc and the stock has fallen in line with those in the property sector.

Sufficiency Economy, Koiruttakwa: Lam...
Nong Chok district, Bangkok
By GonzaloAbad
11 Mar 2016

Inspired by the vision of His Majesty the King, the Philosophy of Sufficiency Economy is an innovative approach to development designed for practical application to various problems and situations. The approach can be applied by all people in their daily life. It guides the empowement of communities toward the goals of efficiency, quality of life, and sustainability.

Sufficiency Economy is based on three major principles: moderation, rationality, and self-inmunization from impacts arising from internal and external changes. In addition, two other conditions, knowledge and morality, are needed to make the principles of Sufficiency Economy work.

Koiruttakwa or Lam Sai Community, is an old Muslim community, with a self-reliant, agricultural way of living. It is located in Nong Chok district, a suburb of Bangkok(Thailand). Residents of this community still maintain their original lifestyle by engaging in farming, especially growing rice and aising such animals as fish, ducks, birds, swans, cows, and goats. They lead a simple way of life, with kinship relations, and adhere to Islamic principles. Out of about 700 locals residents in 150 households, 90 percents are Muslims and the rest are Buddhists.

The Lam Sai Community has adopted His Majesty King Bhumidol Adulyadej´s Philosophy of Sufficiency Economy as a way of life and as a way to maintain and foster the community´s healthy natural and social environments, as well as its self-reliance. As the Sufficiency Economy approach has appeared in a mainly Buddhist society. But it is not an exclusive product of Buddhism. In Thailand, some of the most enthusiastic supporters of the approach include Muslims and Christians.

Lam sai Community has become a prominent example of a sufficiency community, not at the basic stage, but at a more advanced level. Koiruttakwa has moved rapidly away from self-reliant agriculture over the past generation, as land has become scarce, and the community members have been drawn into the urban economy of Bangkok. Mr. Somchai Samantragool, leader of the Lam Sai community explain the Sufficiency Economy under H.M. King Bhumibol´s Philosophy: " about this philosophy people have to believe that then can do it,..confident". Mr. Somchai Samarntrakun, Chairman of the Koiroottakwa Golden Land Community, is also recognized as a local wise man in the field of agriculture by the Bangkok Metropolitan Administration. He said that this community, from the past to the present, has adhered to Islamic principles – that local residents help one another, live in an economical way, and use resources appropriately, without extravagance. These principles are in line with the Sufficiency Economy philosophy of His Majesty the King.

Once Lam Sai community was selected as an area for a Sufficiency Economy case study, members of the community opened their houses as Sufficiency Economy learning bases on various subjects, such as renewable energy and biodiesel production, integrated farming, and the raising of economic and fancy animals.

This self-reliant community has been able to depend on itself. A resident said that living in self-reliance makes local villagers happy, as they have everything and do not need to depend on the outside.

"When we feel like eating something, we may go into our garden to get it. We catch fish in a pond to cook soup. We get vegetables from our own garden. When we arrive home, we don’t need to go out to the market again, as we have everything here. We are happy because of this.”

Out of about 700 local residents, 95 percent are Muslims and 5 percent Buddhists. They are able to reduce costs and increase their income through the application of the Sufficiency Economy concept.

The Theory farming system advocates dividing a farmer´s total land area into four, well defined plots in the ratio 30:30:30:10. The first plot (30%) is for water storage; the second (30%) is for cultivating rice to ensure that the household has a year´s supply; the third (30%) is used to grow vegetables, fruits, and herbal plants for household consumption, with surpluses sold to earn additional income. The last ans smallest plot (10%) contains the family dwellings and outbuildings for raising livestock. Dividing the land into these proportions enables farmers to optimize agricultural activities in an efficient manner.

Sufficiency Economy has been recognized internationally. The United Nations Development Program´s first Human Development Lifetime Archievement Award was presented to His Majesty the King by the former United Nations Secretary-General, Mr. Kofi Annan, on 26 May 2006, on the ocaasion of the 60th Anniversary Celebrations of His Majesty the King´s Accesion to the Throne. Mr. Annan said that Sufficiency Economy reinforces the United Nations efforts to promote a peole centered and sustainable path of development.

21 Dec 2015

The Thailand Government through The Command Center to Combat Illegal Fishing(CCIF) hold a media briefing in response to the recent AP article highlighting human trafficking and slavery in the Thailand seafood industry.

Thailand’s effort in rectifying illegal, unreported and unregulated fishing (IUU)

December 21, 2015, at the Government Press Center, Naree Smosorn Building, Government House, Maj Gen Sansern Kaewkamnerd, Government Spokesperson, together with concerned agencies comprising Spokesperson of the National Council for Peace and Order (NCPO) Col Winthai Suwaree, the Royal Thai Police’s Commander of the Anti-Human Trafficking Division Pol Maj Gen Kornchai Klayklueng, Spokesperson for the Command Center for Combating Illegal Fishing Vice Admiral Jumpol Lumpikanon, Department of American and South Pacific Affairs Director-General Songsak Saicheua, and Ministry of Labor’s Spokesperson Teerapol Khunmuang, held a press briefing on the Government’s efforts on anti-human trafficking.

"Maj Gen Sansern Kaewkamnerd stated that Anti-human trafficking was a national agenda. The Government would not want to let any distorted report to deter its efforts in addressing the issue. On December 14, a foreign news agency made a report alleging that the Government ignored abuse of forced labors in shrimp-peeling factories, and that Thailand had become world’s leading shrimp exporter because of the low production cost resulting from the slave labor. There was also a campaign against Thai seafood products. According to the Government Spokesperson, the alleged news is distortedly reported.

NCPO Spokesperson Col Winthai Suwaree added that the report was falsely presented. Illegal immigration is a national agenda, and NCPO has relentlessly committed to tackle the issue from the beginning and never deprioritized.

Department of American and South Pacific Affairs Director-General Songsak Saicheua also stated that Ministry of Foreign Affairs had made clarifications in 4 key issues: 1) the Thai Government adhered to its policies on combating human trafficking in fishery industry; 2) U.S. and EU fishery associations and seafood importers were contacted to assure the Government’s great strides made in resolving the problem; 3) task forces were set up to integrate the efforts of public agencies, private sector, and NGOs in addressing human trafficking; and 4) concerned agencies and stakeholders, both in Thailand and overseas, were regularly notified on Thailand’s anti-human trafficking efforts.

Ministry of Labor’s Spokesperson Teerapol Khunmuang clarified that Thailand had a policy to properly register illegal labors to ensure that they would be protected according to the human rights principles as stipulated in the Ministerial Regulation on sea fishery work which took effect on December 22, 2014. The Thai Government strives to legalize these labors and will also need cooperation from the neighboring countries in processing the registration.

The Royal Thai Police’s Commander of the Anti-Human Trafficking Division Pol Maj Gen Kornchai Klayklueng clarified that the Royal Thai Police had taken actions according to the Government’s orders. Integrated forces of military, police, and DSI had made several arrests. While the victims were helped and classified according to the legal procedure, culprits would be prosecuted to the end. Commissioner General of the Royal Thai Police places importance on anti-human trafficking, and specially ordered police forces in the 22 coastal provinces to implement operations on prevention and suppression of IUU fishing according to the Government’s policy. Health and system screening have been conducted at factories in those areas. These factories will be forced close if they do not pass screening standards.

Spokesperson for the Command Center for Combating Illegal Fishing Vice Admiral Jumpol Lumpikanon added that the news piece released on December 14 was outdated as it actually happened on November 9 when the Thai authority undertook an un-notified field operation to inspect a factory for illegal labor. When Thailand was yellow-carded on April 21, 2015, the Prime Minister ordered the Royal Thai Navy to collaborate with other concerned agencies in establishing the Command Center for Combating Illegal Fishing (CCCIF) on May 1. CCCIF operations have made much progress in combating illegal labor. Twenty five taskforces, covering 22 coastal provinces via 28 centers, were set up to work in an integrative manner with all concerned agencies. The November-9 operation was also participated by some reporters. Unfortunately, in using a picture in the alleged news, the fact was distorted to communicate that those illegal workers were detained, while in fact they were in the process of investigation and classification as part of the strict law enforcement. The authority plans to conduct un-notified field inspection of 125 factories in the 22 coastal provinces, 101 of which have already been inspected.

The Government Spokesperson wrapped up that the Government strived to bring Thailand out of Tier 3 of the U.S. Trafficking in Persons (TIP) report through highlighting international human rights principles and legalizing migrant workers who will be provided with supposed rights, good sanitations, and pleasant work environment. The Government and NCPO have put utmost efforts in working towards the goals, and would need cooperation from all sectors in creating an awareness on collective responsibility."

The Government reaffirmed its intent to address human trafficking problem based on international principles. It will work in a transparent and integrative manner with all concerned sectors in a bid to eliminate human trafficking, IUU fishing, and to upgrade Thailand’s ranking in the U.S. Trafficking in Persons (TIP).

With regard to news reports that the European Union (EU) has issued a warning against Thailand to seriously address the concern on slave labour in seafood industry, the Ministry of Foreign Affairs reaffirms that the relevant Thai agencies have worked closely with the EU in rectifying illegal, unreported and unregulated fishing (IUU). The EU fully acknowledges Thailand’s policies on combating human trafficking and maximizing relevant law enforcement against human trafficking in fishery industry, particularly the proclamation of the new Royal Decree on fishery. At the same time, relevant agencies have been conducting thorough inspection on fishing vessels and seafood processing plants to tackle the use of illegal labour and human trafficking. Legal proceedings have also been expedited against those found guilty of human trafficking in the fishing industry to guarantee swift conviction. These measures have led to concrete results in terms of law enforcement and a number of convictions and to the apprehension and legal proceeding against those stand accused of human trafficking in the fishing industry.

The EU delegation is scheduled to revisit Thailand in January 2016 as part of the ongoing dialogue and positive cooperation between Thailand and the EU in addressing the IUU and to develop better administration of the fishery industry in Thailand. There will be consultation on the latest development on the issue, next step of the plan of action to rectify the situation and ways to ensure sustainability in aquatic resources.

Thai-U.S Strategic Dialogue in Bangkok
Bangkok
By GonzaloAbad
17 Dec 2015

Senior delegations representing Thailand and the United States met on December 17, 2015 in Bangkok. Permanent Secretary Apichart Chinwanno led the Thailand delegation, and Assistant Secretary of State for EastAsian Daniel Russel led the US delegation.

As long-time treaty allies, the United States and Thailand reaffirmed their shared commitment to promoting peace, security, and prosperity in the Asia-Pacific region and beyond.

Recognizing Thailand’s regional leadership role and the United States’ vital contributions to peace and stability, the two sides engaged in a comprehensive discussion of issues within Southeast Asia and across the broader Asia-Pacific region.

The United States reaffirmed its support for ASEAN centrality in the Asia-Pacific regional architecture.  The two sides discussed ways to enhance their cooperation in regional frameworks, including the Lower Mekong Initiative (LMI), the East Asia Summit (EAS), and the ASEAN-US Strategic Partnership, with a view to tackling common challenges as well as contributing to greater stability and prosperity of the region.  Both sides recognized Thailand’s active engagement in the LMI and look forward to enhancing cooperation under the framework in the areas of education, energy, public health, science and technology, innovation, and women’s empowerment.  The two delegations underscored the importance of coordinating assistance in the region and of supporting Lao People’s Democratic Republic 2016 ASEAN Chairmanship.  The U.S. delegation noted that President Barack Obama looks forward to hosting leaders from all ten ASEAN nations, including Thailand, at the ASEAN-U.S. Special Summit early next year.

The two sides reaffirmed the importance of maintaining peace and stability, ensuring maritime security and safety, and freedom of navigation, including in and over-flight above the South China Sea.  The delegations noted the need to avoid the militarization of the disputed areas. The two sides also reaffirmed their support for on-going efforts by ASEAN and China to fully and effectively implement the Declaration of the Conduct of Parties in the South China Sea (DOC) in its entirety, and to work toward the expeditious conclusion of an effective Code of Conduct (COC).

On bilateral issues, both sides affirmed their enduring treaty alliance and the strategic importance of their relations.  The two delegations discussed ways to further strengthen and expand areas of cooperation, including public health workforce development, medical research, creative economy, prevention and suppression of trafficking in persons and forced labor, law enforcement cooperation, and training through the International Law Enforcement Academy (ILEA), as well as trade and investment.

The two sides reaffirmed the value of Thailand-U.S. defense cooperation and look forward to continuing to implement the 2012 Joint Vision Statement by strengthening cooperation on humanitarian assistance and disaster relief, global peacekeeping, and military medical research, among other defense engagements.  The United States welcomed Thailand’s pledge at President Obama’s September 2015 Peacekeeping Summit to contribute civil development, engineering, and medical teams to future United Nations peacekeeping missions, and looks forward to continuing to work with Thailand as feasible on capacity building and training of peacekeepers from regional countries through Thailand’s Peacekeeping Operation Centre.  The two sides also look forward to resuming their Defense Strategic Talks at the earliest opportunity.

Furthermore, the two sides also identified practical ways to expand their comprehensive partnership to benefit their respective countries, the region, and beyond.  In particular, Thailand and the United States agreed to hold the first Joint Commission Meeting under their bilateral Science and Technology Agreement in Thailand in the first half of 2016.  The two countries look forward to expanding trade and investment ties and agreed to hold the next round of talks under the Trade and Investment Framework Agreement (TIFA) as soon as possible in 2016.  The United States recognized Thailand’s leadership in the area of public health.  Both sides are committed to working together to detect, prevent, and respond to infectious disease threats and address public health challenges through both bilateral and multilateral mechanisms. The two delegations noted that a five-year plan is being developed to achieve the targets of the Global Health Security Agenda (GHSA).  They also agreed to explore the possibility of establishing a bilateral public health coordination mechanism.

The two governments recognized the importance of education and people-to-people connectivity.  In line with President Obama’s priorities in science, technology, engineering, and mathematics (STEM) education, the two sides discussed future bilateral cooperation and the co-organization of a regional STEM workshop in 2016.  The two governments pledged their recommitment to the Thailand-U.S. Creative Partnership, launched at the 2010 U.S.-Thailand Strategic Dialogue, which identifies new opportunities for collaborative ingenuity between the two countries.

Recognizing Thailand’s efforts and contributions in addressing global challenges, the two sides also discussed enhanced cooperation on climate change; disease prevention and control; irregular migration and human trafficking; humanitarian assistance and disaster relief; peacekeeping; and counterterrorism. The two sides welcomed the 2016 Nuclear Security Summit.

The delegations discussed current political developments in Thailand and the country’s commitment to  implementing comprehensive reforms and a return to sustainable democracy.  Both sides also affirmed the importance of promoting universal human rights and humanitarian cooperation.

Looking forward, the two sides welcomed continued robust, candid exchanges on these and other issues and a continued exchange of visits in the future.  The two sides agreed to hold the Sixth U.S.-Thailand Strategic Dialogue in the United States in 2016.
